Vladimir is a retired Colonel of the Bulgarian Armed Forces with 27 years
of service, with assignments ranging from the tactical signal units, up to the
Ministry of Defence, which he left in 2011 as acting Defence Policy Director. His
expertise is in the area of defence institution building in states in transition
and development of sustainable defence capabilities.

In his work for the Bulgarian MoD he was a major player in the latest Strategic
Defence and Force Structure Review. Lately he's been working on different
Defence Institution Building projects, including Ukraine and Western Balkans.
